Remembers Joan Baier Garland |
Don't

Annual Conference in Palm Springs in honor of Joan Baier Garland.
Joan was a very special person who dedicated numerous years
to home care.
Joan
was a prominent home care provider and consultant and also one
of CAHSAH’s outstanding leaders. Joan began her career
in Washington, D.C. as Director of an agency providing home
care aide services. She moved back to California where she developed
a demonstration project providing home care attendant services.
From 1980 to 1989, Joan was Vice President of Hospital Home
Health Care Agency of California where she directed three divisions
providing private duty care. Joan founded her own agency, BWA
Home Health and was its COO from 1989 to 1999. From 1999 to
2004, she was Executive Director of Front Porch Home Care in
Southern California.
Joan
was the first Chair of CAHSAH’s Licensed Home Health Agency
Section in 1990 and was instrumental in broadening CAHSAH’s
membership to include all home care providers. She was the first
Chairperson of CAHSAH’s Board of Directors from a non-Medicare
agency from 1995-1997.
In
1998, Joan was awarded CAHSAH’s highest award, the Lois
Lillick Award for her contributions to the development of local,
state and national home care organizations. Joan was faculty
for our Home Care Managers Certificate Program for the last
7 years and in spite of being sick, she taught her regulatory
module in November, 2007. Joan Baier Garland will be remembered
as one of the pioneers of private duty care in California, one
of CAHSAH’s most respected leaders, and friend and colleague
to many in the home care industry.
