CAHSAH Participates in Hospice NOE Webinar

CAHSAH participated in a webinar hosted by the Department of Health Care Services (DHCS) on Thursday, November 20.  The webinar was entitled “Navigating the New Online Medi-Cal Hospice Election (NOE) Form Submission Process”.  The webinar was attended by approximately 230 interested persons. 

The webinar was hosted by staff of the DHCS including Nathaniel Emery, Erica Horn and Steven Jenn.  The purpose was to introduce the new online Notice of Election (NOE) Form (Form 8052).  Effective June 1, 2025, this form goes to two different places depending on the eligibility of the patient.  If the patient is a fee-for-service Medi-Cal patient, the form is submitted to DHCS.  If the patient is a Medi-Cal Managed Care patient, the form goes to the Medi-Cal Managed Care Plan in which the patient is enrolled.  

There will be a 90 day transition period to the online form beginning November 1, 2025.  After the 90 day transition period, use of the online form will be mandatory.  DHCS said they will issue a communication on this around December 1 and then a 30 day notice around the beginning of February. 

DHCS advised hospices to implement a four step process to transfer to the new system: 

  1. Train staff to check eligibility and process the 8052 Form correctly. 

  1. Update internal procedures 

  1. Train all staff connected with the process 

  1. Establish Medi-Cal Managed Care Plan contacts.  For a list of Medi-Cal Managed Care plans, click here. 

DHCS emphasized that this is a transition from a paper form to an electronic one.  No other policies are being changed.  DHCS will hold dedicated “Office Hours” to help with the new system beginning December 1 via Microsoft Teams.  Providers can call at any time during these hours to ask questions.  Questions can also be answered by going to DHCS Hospice Information Page located here. 

Weekly Office Hours for New, Online Hospice Notice of Election (NOE) Form Support 

The Department is pleased to announce weekly office hours to support the recent launch of the new, online hospice NOE form. These office hours are designed to provide dedicated time for hospice providers to ask questions, receive guidance, and share feedback related to the new, online form and associated submission process.

  • When: Every Monday - Starting December 1, 2025 and continuing through February 2, 2026 
  • Time:   12:00– 1:00 PM PT 

 What to Expect: 

  • Open forum question and answer sessions with Department staff 
  • Technical and troubleshooting assistance 
  • Clarification on the online NOE form requirements and submission process 
  • Opportunity to share any feedback or suggestions for process improvement 

No appointment is necessary. Hospice providers may drop in at any time during the hour. The Department encourages  hospice providers using the online hospice NOE form to take advantage of this time-limited resource. Your participation helps the Department ensure a smoother and more efficient experience.
