Protecting Providers While Addressing Fraud: CAHSAH Advocacy in Action
As scrutiny on hospice and home health intensifies, CAHSAH is actively working to ensure that efforts to address fraud and abuse are both effective and fair.
Recent federal attention has highlighted serious concerns, particularly in parts of California. These issues are real and must be addressed. Patients and families deserve protection, and those intentionally exploiting the system must be held accountable.
At the same time, the vast majority of providers are doing the right thing and that must be recognized and protected.
In partnership with national leaders, CAHSAH submitted a joint letter to CMS outlining a path forward to address fraud, waste, and abuse without undermining access to care or penalizing compliant providers. This ensures California providers are not only represented but that your perspective is helping shape federal policy.
The message is clear: bad actors must be held accountable, but providers delivering high-quality, compassionate care should not be caught in the crossfire.
Our recommendations focus on targeted oversight in high-risk areas, stronger enrollment safeguards to prevent bad actors from entering the system, risk-based audits and enforcement that prioritize true indicators of fraud, and greater transparency and fairness throughout the review and oversight process. These strategies are designed to stop fraud at its source without disrupting care delivery.
How we respond matters. Broad actions can lead to delays in patient access, increased administrative burden, and hesitation from physicians and families.
That’s why CAHSAH is advocating for solutions that pair strong enforcement with balanced, thoughtful implementation.
At a critical time, CAHSAH is:
- Representing your voice in federal and state discussions
- Protecting the reputation of compliant providers
- Advancing solutions that strengthen - not destabilize care
We are committed to ensuring enforcement efforts are focused where they belong - on bad actors - while protecting providers who serve patients with integrity every day.
CAHSAH will continue to engage with policymakers, provide updates, and advocate for policies that protect both patients and providers.
