CAHSAH Appoints New President & CEO
California Association for Health Services at Home (CAHSAH) Appoints Soua Vang as President & CEO
The California Association for Health Services at Home (CAHSAH) today announced the appointment of Soua Vang as its new President & Chief Executive Officer, effective November 10, 2025. Vang succeeds Joe Hafkenschiel, bringing a strong record of strategic innovation, workforce development, and collaborative leadership to one of the state’s most influential voices in home care.
Vang joins CAHSAH after serving as Chief Education and Marketing Officer at LeadingAge California, where she led statewide workforce initiatives - including The Gateway-In Project - which trained over 6,000 certified nursing assistants, home health aides, health care social workers, advanced leadership development, and strengthened provider sustainability across the continuum of care.
Under her leadership, CAHSAH will continue its mission to support home health, hospice, and home care agencies through advocacy, education, and partnerships - while positioning members to navigate the financial pressures and reimbursement cuts reshaping the industry in 2026.
“Soua brings exactly the kind of forward-thinking leadership and collaborative spirit our members need right now,” said Julie Lehmann, Chair of the CAHSAH Board of Directors. “Her track record of driving workforce solutions, securing major grants, and creating sustainable pathways for care providers will be invaluable as we guide our sector through the challenges and opportunities ahead.”
Vang expressed deep enthusiasm for the role and reaffirmed CAHSAH’s commitment to advancing high-quality, person-centered care while helping agencies adapt to new realities.
“I’m honored to join CAHSAH at such a pivotal moment for home care,” said Soua Vang, President & CEO. “As 2026 brings a new wave of funding cuts and regulatory changes, our focus will be on strengthening advocacy, supporting providers through education and data-driven insights, and ensuring our workforce has the tools and recognition it deserves. Together, we’ll build a stronger, more sustainable home care future for California.”
With Vang’s appointment, CAHSAH is poised to advance a new chapter of strategic growth - one centered on collaboration, innovation, and the shared goal of ensuring every Californian can receive care safely and with dignity in the place they call home.
