Home Health Congressional Coalition Letter
Dear Assembly of State Association Leaders:
As we noted previously, we have been in the process of developing a coalition letter to highlight the urgent need for Congress to act on home health cuts. This letter urges congressional leadership to apply pressure on CMS to stop the proposed home health cuts and ensure payments are realigned with Congressional intent.
As part of our continuing efforts to protect access to home health care, we are asking for your support in securing stakeholder organizations in your respective states to sign onto this coalition letter addressed to Congressional leadership. Specifically, we are interested in securing stakeholder support, such as associations, health systems, chambers of commerce, specialty societies, and other industry groups that represent provider, patient, or community interests in your state.
To simplify the process for securing signatories and sharing this information, we have developed a sign-on form: Stop CY 2026 Home Health Payment Cuts – Organization Sign-On Form. We encourage you to share this form with contacts in your state who may be helpful allies in our effort to preserve home health access. We also welcome your support in signing on. Note we have a target deadline of October 15; however, we are treating this as a soft deadline, and we may consider extending the sign on period as needed.

The Centers for Medicare & Medicaid Services (CMS) has proposed a $1.135 billion cut to Medicare home health payments for calendar year 2026. This cut would come on top of three consecutive years of reductions, threatening access to care for millions of Americans nationwide. Home health agencies are already closing doors or shrinking their coverage areas, leaving fewer care options for families for their loved ones, with hospitals struggling to discharge patients in need of this vital benefit.
To protect access to care, in partnership with the National Alliance for Care at Home, we have prepared a letter to Congressional leadership urging them to oppose these harmful cuts. Stakeholder organizations such as associations, health systems, chambers of commerce, specialty societies, and other industry trade groups that represent provider, patient, or community interests at the state or national level are invited to sign on in support of this letter.
